HOME Program Rents: What Landlords and Tenants Need to Know

The HOME Investment Partnerships Program provides grants to state and local governments for affordable housing activities including construction, rehabilitation, and down payment assistance. Properties developed with HOME funds must comply with strict rent and income limits.

Two Types of HOME Rent Limits

HOME sets two rent limit levels:

  • High HOME Rent: The lower of (a) the Fair Market Rent for the area or (b) 30% of 65% of the area median income adjusted for household size. This applies to at least 20% of HOME-assisted units.
  • Low HOME Rent: 30% of 50% of the area median income for the applicable household size. This applies to the remaining HOME units.

Income Eligibility

Tenants in HOME units must have incomes at or below 60% AMI at move-in. Units with High HOME rents can serve households up to 60% AMI; units with Low HOME rents generally serve households at 50% AMI or below.
