How SAFMRs are used
SAFMRs are mandatory in certain metro areas and optional in others. Public Housing Authorities that use SAFMRs set payment standards by ZIP code rather than for the whole metro, giving voucher holders more buying power in higher-opportunity neighborhoods. A ZIP with a SAFMR above the metro-wide FMR is a higher-cost area; one below it is more affordable.
