Housing Vouchers and Utility Allowances: What You Need to Know

When you use a Section 8 Housing Choice Voucher, your "gross rent" — the total housing cost considered for subsidy purposes — includes both the rent you pay to your landlord and the cost of any utilities you pay separately. Utility allowances are HUD's way of accounting for those separate utility costs when calculating your subsidy.

How Utility Allowances Work

PHAs develop utility allowance schedules that estimate the typical utility cost for units of different sizes and types. If a unit includes all utilities in the rent, there's no utility allowance. If you pay some utilities separately, the PHA adds the applicable allowance to your payment standard to determine the gross rent limit.

When the Allowance Exceeds the Rent

In some cases — particularly for very energy-efficient units or situations where utilities are expensive — the utility allowance can actually exceed the contract rent. In this case, the PHA may issue a "utility reimbursement" directly to you.
