About Small Area FMRs
Small Area Fair Market Rents (SAFMRs) are ZIP-code-level rent limits published by HUD for designated metropolitan areas. Unlike standard FMRs which apply uniformly across an entire metro, SAFMRs recognize that rental markets vary significantly by neighborhood. In high-cost ZIP codes, SAFMRs may be substantially above the metro-wide FMR; in lower-cost neighborhoods they may be below it.
SAFMRs are used by PHAs that have been designated for SAFMR use or that voluntarily opt in. They give voucher holders greater flexibility to rent in higher-opportunity neighborhoods.
